It is our pleasure to introduce our newly appointed (since September 2011) technical development leader for IDS and the dTIMS project in New Zealand, Elke Beca. Elke is from Opus International Consultants and is located in Tauranga.

Elke writes:

"I am delighted to be part of the IDS team and am confident that I am well equipped with skills and knowledge to excel in my role as technical manager.

My passion for efficiency, doing things smarter and faster with least impact led me to engineering and in 2003 I graduated from Auckland University with a Bachelor of Engineering in Engineering Science.  After travelling abroad and setting up a business of my own overseas, I returned to NZ and began my career in road asset management.   I was immediately fast-tracked into pavement performance modelling and have never looked back.

With one of the most skilled pavement modellers in the country as my mentor, coupled with a diverse array of local and international clients and projects, my skills and knowledge in this arena have been well established and nurtured.  I am very excited about the challenges which lie ahead and look forward to leading the development of the NZ dTIMS model.

While the NZ model has advanced astoundingly over the past decade we still have a long way to go.  My vision is that we may raise the bar of confidence across all users and clients by delivering a product which does add value and that we can demonstrate the value added in our ability to manage our assets more efficiently."

We welcome Elke to the team and look forward to reaching new horizons in dTIMS development.

If you would like to get in contact with Elke, you may email her at elke@ids.org.nz

Deighton Co-Sponsors 8th Annual ICMPA Conference in Santiago, Chile
by Marcel Lavigne, Deighton

More than 350 pavement management practitioners from 29 different countries met in Santiago, Chile in mid-November to debate and exchange on the current state of the industry and present the results of multiple studies and projects that have been carried out in the three years since the previous conference in Calgary.

The conference was proudly hosted by the Pontificia Universidad Catolica de Chile who provided an inspiring venue for the numerous technical sessions and presentations. A total of 77 technical papers were presented, including four by Deighton’s own implementation experts, Jeff Zavistki and Gary Ruck. These papers, co-authored with clients and partners are listed below and can be downloaded by clicking on the title.

There was also an interesting presentation called “Pavement Management Roadmap” developed by the FHWA with the goal of guiding new research and development issues and workforce development initiatives that will lead to improved approaches to pavement management. The paper confirms that the direction and choices that Deighton makes on an ongoing basis in the development of its asset management solutions will continue to meet and exceed the requirements and expectations of the industry for many years to come. This paper is also available via the link below.

Deighton Sponsors Pavement Preservation in the Northeast US
by Arif Rafiq, Deighton

It's no secret that available funding for the maintenance on our roads is dwindling. Many states in the US have taken the initiative to plan for the preservation of pavements before they need rehabilitation. As we have all heard before: "Good Roads Cost Less" (UT-06.15 UDOT/Deighton - 2006).

In an effort to support this ongoing initiative, the National Center for Pavement Preservation (pavementpreservation.org) invited Deighton to deliver a presentation on how to model Pavement Preservation in commercial Pavement Management Systems. The Northeast Pavement Preservation Partnership met in Boston, Massachusetts during the second week of November 2011, where Deighton discussed the topic with some of the most forward-thinking and results-oriented pavement management practitioners in the industry.

Deighton also exhibited at this event along with many of its peers in the industry. Collaboratively, efforts like this meeting will help to propel the initiative of effectively maintaining our nation’s pavements into mainstream acceptance.

dTIMS Technote: dTIMS CT Role Based Security
by Shannon Shea, Deighton

dTIMS CT system security has, up to now, been based on a hierarchical model which meant that a higher level of security had access to all the lower levels of security regardless of whether or not their job required that access. The current release 8.6 begins our entry into the Role-based security arena.

The fundamental concept in role-based security is that privileges are assigned to defined categories of users (groups, or job roles) rather than to individual users. In role-based security, permissions are defined as a requirement of one or more roles, and users are assigned with such roles. When a user is assigned to one of these roles, he automatically is assigned the set of privileges associated with that role. A user who is not a member of a role does not have any access privileges.

Role-based security is built on the premise that users are authenticated, which is the process of identifying the user. Once identified, the user can be authorized or, assigned roles and permissions. Credentials like a username and password are provided to authenticate users, and this information is used to create a security principal representing this user's identity at runtime.

IRF Road Infrastructure Safety Management Conference
by Arif Rrafiq, Deighton

The International Road Federation (IRF) hosted a Road Infrastructure Safety Management Seminar in December 2011 to support the United Nations General Assembly resolution declaring the period from 2011 to 2020 to be a “Decade of Action for Road Safety”.

Deighton, being an IRF member, proudly sponsored this three day event which attracted road safety professionals from countries around the world. Many of the attendees came to learn about the AASHTO Roadside Design Guide, while others had an objective of networking with their peers to take valuable knowledge back to their home countries.

As over one million people die on the world’s roadways every year, road safety is a focus area of paramount importance to infrastructure professionals. Deighton is committed to helping road agency operators by providing the tools to maintain safe and efficient road networks for their users and to combat this global epidemic.

Deighton Hosts Regional Meeting in Boston
by Chad Deighton, Deighton

Deighton’s first annual northeast regional user conference was held at the Tremont Marriott in Boston, Massachusetts on December 5th and 6th. The event was well attended, with delegates from Vermont, Rhode Island, Massachusetts, and Maine.

We are pleased to announce that, as a result of this year’s regional conferences, as well as client requests, Deighton has decided to not only continue hosting both the Colorado and northeast regional conferences, but also begin planning additional regional conferences throughout the United States.

Deighton’s regional conferences provide dTIMS users a platform to discuss and present the various successes and challenges that are unique to their specific region. They also serve as a great opportunity for one-on-one interaction with both Deighton staff and colleagues from neighboring states.

Deighton’s series of regional conferences will serve as an excellent addition to Deighton’s annual users’ conference, which is hosted in Whitby, Ontario. Deighton’ s annual conference is a more intensive week-long conference providing all users from across the globe an opportunity to interact with each other, exchange ideas, view the newest software version releases, learn how dTIMS is utilized by various agencies around the world, and receive one-on-one training from Deighton’ s R&D staff.

VTrans Dealing with Aftermath of Hurricane Irene
by Brian Searles, VTrans Secretary

In the wake of Hurricane Irene on August 28, VTrans (Vermont Agency of Transportation) faced the daunting task of rebuilding flood damaged infrastructure. Immediately after the storm there were 166 closures on the Vermont State Highway System.

The following is a letter from Brian Searles, VTrans Secretary:

"Vermont’s highway crews were on the front lines of the Hurricane Irene disaster. Throughout the night of the storm, I was in contact with men and women who were battling floods and torrential rain to close unsafe roads and try to assess damage to bridges and highways, often at great risk to themselves. The work of these highway maintenance workers during and after the flood has been nothing short of heroic. They’ve showed how much we Vermonters are capable of when the chips are down. That's what gives me hope that we, as a state and as a transportation agency, will get through this.

The Departments of Transportation from Maine and New Hampshire, the New Hampshire and Maine National Guard units and private contractors have teamed up under VTrans leadership and reopened 340 miles of the 450 miles of State Highway that were closed after the storm. Opening up the important east-west state highways of Route 4 and Route 9 is a priority so that we can improve the movement of people, goods, services and commerce.

Our immediate goal is to rebuild the state highway system to a level that provides safe transport for Vermonters and visitors during the upcoming winter. We need to ensure that these highways are safe for travel and that we can maintain them during the harsh winter weather that we all know is coming."

Irene struck on August 28, 2011 and severely damaged more than 500 miles of state highway, including some 200 state bridges. Today, only three bridge locations remain closed, and all but 19 miles of state roadway are open to public travel. All roads and bridge locations in the Rutland ICC region are open.

Deighton Initiates Ohio Project
by Arif Rrafiq, Deighton

Deighton’s latest dTIMS implementation project with the Ohio Department of Transportation (ODOT) is currently underway. As a result of this implementation, dTIMS will now be utilized in 20 separate State DOt's, even further solidifying Deighton as the industry leader in asset management solutions.

This project in particular will represent a unique implementation due to the method in which ODOT has opted to model deterioration on their state-wide roadway network. Rather than using traditional deterministic performance modeling techniques, ODOT has opted to use a probabilistic technique using Markov Probability Matrices to model a step-function based deterioration.

The performance models, organized by pavement type, traffic loading, treatment type and distress, results in over 700 different matrices from which dTIMS CT will select from and process when performing network analyses. In addition, ODOT wanted to ensure that the granularity of the analyses could be improved at any time; dTIMS was able to provide the flexibility ODOT desired with respect to model parameters and overall analysis sophistication.

The ODOT program development process involves a strategic analysis at Central Office with District Offices conducting tactical level analyses. District managers will interact with dTIMS using dTIMS wf (Workflow) and will be offered various degrees of freedom with respect to adjusting various analysis parameters. The selection of Treatments and the Allocation of Funding across Budget Categories is to be determined by the Districts in conjunction with Central Office to ensure that the analysis conducted at the district level is not compromised or biased by the exclusion of any particular treatment and to make Central Office aware of the parameters that are used in the districts.

Both ODOT and Deighton are excited to be working on this project and anticipate the resulting Pavement Management System to be an outstanding achievement.

dTIMS CT Tech Tip: Changes to the COM_TRT Attribute
by Shannon Shea, Deighton

This year at 2011 DUC, we announced a welcomed change to the com_trt attribute in dTIMS CT, greatly enhancing the attribute's flexibility. Previously only the name of the committed treatment would be accepted in this attribute, forcing a manual update each time a treatment was added, changed or deleted. Although you could always call upon the value in that field during strategy generation, the new enhancement includes an optional table attribute to help streamline your workflow.

Deighton User Conference 2011 Ken Mitchell

The Deighton User Conference (DUC) 2011 was held in Whitby, Ontario, Canada 11-15 July 2011. It is a long way to go for 5 days but it represents the core of dTIMS modelling resources internationally. There were 7 nations represented including 5 New Zealanders: Gordon Hart (NZTA & IDS Director), David Fraser (Hastings District Council & IDS Chair/director), Derek Roux (MWH), Mike Tapper (BECA) and Ken Mitchell (OPUS). The 50 delegates were added to by the entire 26 Deighton staff in the conference room. It was good to meet other exponents of the software and realise what we have in NZ in terms of consistent RAMM structures and Asset management approach.

nl_1109_duc_pic1 nl_1109_duc_pic2 nl_1109_duc_pic3

Items of note from DUC 2011:

  • MM (Maintenance Manager) has been released officially at DUC 2011 in version 1.0 and is being developed in conjunction with the Downer Edi Australia.
  • Deighton is focussing more on the development of value adding solutions based on the dTIMS CT Enterprise version (using SQL or ORACLE as database platforms), reducing the maintenance on the dTIMS CT Desktop version (using the MS Access database platform).
  • Deighton demonstrated a method of analysis which attempted to answer the question of “how much do I need to spend to ensure that condition x does not exceed y% of the network. Some thing to watch out for in the future.
  • The Great hospitality! The Deighton staff made a big effort to make people feel welcome and provide some good activities through the week.
  • The harbour cruise and conference dinner was a good night. Some of the kiwi’s even started supporting ice hockey teams!

Despite the first day being hard with the time difference it was a good conference with the exposure to the entire Deighton Staff in Canada, and the current development directions the products are taking. Meeting and networking with support staff helps with managing technical issues remotely, and the Deighton developers were there at all sessions and available around the scheduled programme.

dTIMS Workflow (wf) Pilot Project in London
by Barbara Brozek, Viagroup & Alfred Weninger-Vycudil, PMS Consult

dTIMS Workflow (wf) is a solution accelerator developed by Deighton to automate dTIMS CT processes. It is ideally suited for smaller organizations that require the power of dTIMS CT in a browser-based implementation.

As the European distributor of Deighton products, Viagroup was one of the first to implement dTIMS wf in a pilot project in two Boroughs of London: Sutton and Croydon. Both Boroughs maintain roadways and footways. The Borough of Sutton maintains a network of 400 km of roads and 700 km of footways. Croydon maintains 700km of roads and 900km of footways. Data collection in Croydon was completed by ReGen.

As part of the implementation Viagroup was responsible for the setup of dTIMS CT and dTIMS wf. Viagroup set up a custom workflow in wf and then imported the data collected. Once this was complete users from both Boroughs would run the workflow and then enter: treatment costs, analysis criteria and budget information. The final results enabled users to quickly view section data on a map in dTIMS wf. Watch for more details of this pilot project in future newsletters.

Automatic Data Loading Program at CDOT
by Jeff Zavitski, Deighton

Prior to the implementation of dTIMS CT at the Colorado DOT users had two software packages from Deighton; dROAD for the management system database and dTIMS for the management system analysis. During the initial dROAD and dTIMS implementation at CDOT (1997), CDOT desired an easy way to gather information from various databases within the agency and quickly format this data for entry into dROAD.

In order to help CDOT to easily format and load the data into dROAD, Deighton and CDOT developed the Automated Data Loading Program (ADLP). ADLP is a wizard based application that guides CDOT users through the formatting and verification when importing data into dROAD.

Deighton is now in the process of updating of CDOT's ADLP software application to work with dTIMS CT and to migrate the setup of CDOT's dROAD software into dTIMS CT SQL Enterprise.
